but 286 of 296 PRECINCTS HAD DISCREPANCIES!
# of voters checked in SHOULD = # of Voter Authority Cards issued SHOULD = # of ballots cast
BUT THOSE COUNTS WEREN'T EQUAL IN MOST PRECINCTS
