was certified 

problems surfaced--

ballots were "found“ and

election totals changed.

Ballot counting problems 

forced the

Board of Elections

to uncertify the election

and conduct a

RECONCILIATION

to determine

what happened.

The reconciliation process

DID NOT CORRECT

the huge number of problems

in the election count.

​

But the election was recertified

anyway.

Our Findings:

Many Baltimore City Precincts had significant failures

by inaccurately tracking

  • numbers of voters,

  • number of ballots cast and

  • other important election data.
